It wasn’t the first flood that made Joyce and Ralph Hoven decide to move. It was the second. The Hovens, both 79, planned to stay in their house in Sidney, Delaware County, for the long term, despite its isolated location. They were puzzled when friends decided to leave their beautiful home for a retirement community.
